Alexandria Police Department Women Sweep Bureau Awards

ALEXANDRIA, VA-On Aug. 20, the Alexandria Police Department held its Quarterly Awards Ceremony. Four women, representing all three division bureaus, were recognized with Employee of the Quarter awards.

Keyona Pinkney
Criminal Investigations Bureau, Employee of the Second Quarter

She began her government career with the City of Alexandria in 2020 as a City Hall Clerk. She moved
to APD in 2023 serving in a professional capacity within the Criminal Administrative Division in an
Administrative Support role. Ms. Pickney is recognized for her commitment to the department and
continuously exceeding expectations in service to the Alexandria community, participating in crime
prevention initiatives and community outreach.

Officer Arielle Deem
Field Operations Bureau – Patrol Division, Employee of the Second Quarter

Her sergeant describes her as, “a beacon of inspiration for all of us” and says she receives praise not
only from her supervisors, but her peers as well. She has served the Alexandria community with APD
for five years and is recognized for her proactive police work, whether she is patrolling outside of her
cruiser, on foot, or on bicycle, she embraces community policing at its core, addressing quality-of-
life issues. Officer Deem continues to take initiative to familiarize herself with those known to
frequently exhibit criminal behavior and patrol known hot spots of criminal activity, making arrests.
When asked about what drives her work ethic, Officer Deem says, “I live in Alexandria, and I want to
make it safer for everyone. I’m inspired by the officers I work with; they are my friends, and they
push me to be proactive and to excel.”

Caroline Dunn, Accreditation Manager and Officer Kellie Medeiros
Administrative and Technology Bureau, Employee of the Second Quarter

New to her role as APD Accreditation Manager, Caroline Dunn led the department through the
process to achieve the prestigious international accreditation as a law enforcement agency by the
Commission on Accreditation for Law Enforcement Agencies (CALEA). Together with Officer Kellie
Medeiros, the duo worked with staff at all levels within the APD to provide proof of performance,
meeting more than 461 standards. They coordinated a seamless and successful CALEA
onsite assessment process which ultimately led the APD to a fully compliant reaccreditation,
marking 38 consecutive years of the award. Both women displayed commitment, professionalism,
and a work ethic unmatched.

The department also honored the career promotion of two APD officers advancing in rank and a professional staff member:

Lt. William Taylor
Taylor has been promoted from sergeant to lieutenant, where he is assigned to the Field Operations
Bureau, Patrol Unit of the west side. He has served the Alexandria community for 18 years.

Sgt. Matthew Bramhall
Bramhall has been promoted to a supervisory role of sergeant within the Field Operations Bureau.
Bramhall is in his ninth year of service to APD.

Keyona Pinkney
After a year of service within APD, Pinkney has been promoted to Account Service Clerk within
the APD Fiscal Management Unit.
