ALEXANDRIA, VA – As we begin a new year, The Alexandria Chamber of Commerce is excited to share its Board leadership and members for 2025!
These extraordinary individuals, representing a wide range of industries, will help guide the Chamber’s activities throughout the year with a focus on business advocacy, exciting new programs/events and finding ways to strengthen the Chamber’s connections within the larger community.

2025 Chair of the Board
LaJuanna Russell, Business Management Associates
LaJuana Russell has more than 20 years of executive leadership experience in all aspects of business operations, government contracting, and consulting, with particular expertise in human resource management, human resource technology and process improvement. She is a sought-after speaker on topics such as Future of Work, Leadership, Diversity and Inclusion, Entrepreneurship, and Women in Government Contracting. She is a visionary who started her business in 2006 with a personal investment of just $500. Today BMA is an award-winning, multi-million-dollar business, listed on the Inc. 5000 List of America’s Fastest-Growing Companies three years in a row. Ms. Russell holds a BA in Communication Studies from Virginia Tech, an accelerated MBA with concentrations in International Business and Finance from George Washington University, and a six sigma greenbelt certification. She is chair of Small Business Majority’s Board of Directors, a member of Alexandria Chamber of Commerce’s Board of Directors, a member of The George Washington School of Business Advisory Board, a member of Professional Services Council Board of Directors, immediate past chair of Alexandria Commission on Employment, an incoming board member for The Campagna Center, the incoming DC Leadership Council Co-Chair for Vital Voices, a member of Women Impacting Public Policy’s Leadership Advisory Council, a member of Intuit’s Small Business QuickBooks Council, and an alumna of the Goldman Sachs 10,000 Small Businesses Program.

Bob Brant, Walsh, Colucci, Lubeley & Walsh
Bob is a member of the firm’s Land Use & Zoning practice group, having joined the firm in 2015. His practice focuses on securing zoning and land use entitlements including rezonings, special exceptions, special use permits, and development special use permits in Fairfax County, the City of Alexandria, the City of Fairfax and the Town of Vienna. Prior to joining Walsh Colucci, Bob gained valuable experience representing condominium and homeowners’ associations throughout Northern Virginia.

Lisa Katic, Wine Gallery 108
Lisa is the owner of Wine Gallery 108 a 5 star, boutique wine shop in Old Town Alexandria featuring fine wines (organic, sustainable, natural) craft beer, gourmet foods, local art and handcrafted gifts. Prior to opening Wine Gallery 108 she was a principal at K Consulting. Lisa is a Certified Specialist of Wine and holds a degree from the University of Pittsburgh.

Sue Goodhart, The Goodhart Group
Licensed DC, Virginia, Maryland, Sue has been devoted to the real estate profession for more than 30 years and an area resident for over 40. Today, she’s the CEO of The Goodhart Group, a powerhouse team combining cutting-edge real estate technology with unparalleled DC area know-how. But don’t be fooled by the title. Sue is hands-on with all her clients and has a strong administrative team to make sure every detail is attended to. As a listing specialist, she works with people relocating, downsizers, and move-up buyers who need to sell. Her team of buyer agents knows the metro area extremely well and has successfully guided buyers through today’s fast-moving market. The Goodhart Group has been named among the top teams in the country by the Wall Street Journal and Sue is recognized as a top producer by Washingtonian Magazine, Northern Virginia Magazine, Arlington Magazine, and DC Living to name just a few. Prior to her career in real estate, she earned a Master’s Degree in Urban Planning from Harvard University and spent 14 years as a small business owner in Old Town Alexandria. Because of their love of Community, The Goodhart Group was named the Alexandria Chamber of Commerce Overall Business of the year in 2019.

Lisa Stover, CliftonLarsonAllen (CLA)
Lisa Stover, CPA, CGMA is the Managing Principal of CLA’s Washington DC office. In addition, she serves clients as a consulting CFO. Lisa has worked exclusively with not-for-profit organizations for over 19 years. Lisa has comprehensive knowledge of all areas of not-for-profit accounting including audit, regulation, accounting services, and consulting. She has a wealth of experience developing accounting policies and procedures manuals, managing large finance and administration teams, finance and accounting system assessments, and implementation of technical accounting standards. She also specializes in developing budget and forecast procedures that lead to organization wide budget-accountability and assisting Board members in reading and understanding financial statements. Lisa is a member of the American Institute of CPAs and the Greater Washington Society of CPAs (GWSCPA). Outside of work, Lisa is an active mom of two wonderful girls and an animal lover with 2 rescue cats and 2 rescue dogs.
Government Relations
Garrett McGuire, AT&T
Garrett McGuire is the Regional Director for External and Legislative Affairs for AT&T in Virginia. In this role, Garrett helps advocate for company priorities at the state and local level in Virginia, while also promoting AT&T’s work in the community. Garrett has been instrumental in AT&T’s 5G rollout throughout Virginia, helping educate lawmakers and the community about 5G technology and infrastructure. Prior to AT&T, Garrett has worked for elected leaders in a legislative and campaign role at the local, state, and federal level, and led state government relations advocacy for a trade association representing a sector of American manufacturing. Garrett is Chair of the Fairfax – Falls Church Community Service Board and sits on the Board of Directors for United Community, a nonprofit serving the Route 1 Corridor of Fairfax County, the Northern Virginia Urban League, and the Arlington County Chamber of Commerce. Garrett was named a 40 under 40 awardee in Alexandria for 2020 and by Leadership Arlington in 2016. He holds an undergraduate and master’s degree from Virginia Tech. Garrett and his wife Meghan live in Alexandria, with their daughters and dog.

Mandy Frohlich
Mandy Frohlich is the Chief Operating Officer at the National PACE Association. She is responsible for leading the association’s efforts on operations, governance and human resources. Mandy previously served as COO at the American Physical Therapy Association and has over 20 years of experience working in organizational leadership, strategy development, operations, government affairs, payment policy, and communications. Previous to APTA, Mandy spent six years working at a lobbying firm on issues related to health care, transportation, defense and education. Mandy also previously served for eight years as staff to Congressman Mike Thompson of California.

Jatrice Martel Gaiter
Jatrice Martel Gaiter served as executive vice president, external affairs for Volunteers of America, one of the nation’s largest and most-comprehensive human service charities. Gaiter worked to build national awareness for the organization and support its mission to provide programs and services to help people reach their potential. She provided managerial and strategic oversight of Volunteers of America’s national marketing, development, communications and public policy departments. More broadly, Gaiter is passionate about the nonprofit sector’s strength and relevance, which has been reflected in her work as immediate past board chair of the National Human Services Assembly, a blogger for The NonProfit Times and an active voice on Twitter as @Ms_Nonprofit. She is a frequent speaker on nonprofit management, health, social justice and women’s issues. Gaiter earned a bachelor’s degree in government and politics from the University of Maryland and a Juris Doctorate from the Syracuse University College of Law. She has completed several executive education courses including two at Harvard Business School: Strategic Perspectives in Non-Profit Management in 1998 and Women’s Leadership Forum in 2010. She has received numerous awards, including Washingtonian magazine’s 2006 Washingtonian of the Year. In November 2012, Gaiter was honored with the Washington Business Journal’s Women Who Mean Business award. She is currently a member of the Generations United board, the Independent Sector public policy committee, the Nonprofit VOTE leadership council, Leadership Greater Washington, National Press Club and the Metro Stage board.

Amelia Chasse Alcivar, HRP Group
Amelia joined HRP Group in 2023 as Executive Vice President of Corporate Affairs. Amelia leads HRP’s external affairs and communications efforts across the company’s nationwide portfolio. She is based in Alexandria, where HRP is sustainably redeveloping the former Potomac River Generating Station site into a vibrant, mixed-use development. Prior to joining HRP, Amelia spent 15 years in strategic communications, public affairs and senior management roles in diverse states across the country, most recently serving as chief of staff to Maryland Governor Larry Hogan. She lives in Old Town with her husband Lenny and rescue cat Lucky

Kara Chandeysson, Ting
As Director of Public Policy and Community Engagement for Ting Internet, Kara Chandeysson is responsible for local policy development and engagement in 21 Ting Towns across the country. This includes strategic planning, growing the customer base, leading the local team and supporting community engagement and the brand within the community. Chandeysson joined Ting with 25 years experience working for Bell Atlantic and Verizon. She managed teams in Regulatory and External Affairs, Network Operations, Fiber Business Development and Marketing and Sales. She was invited to speak at the 2019 National Fiber Connect conference, the 2022 and 2023 Regional Fiber Connect Conference and the 2024 National Fiber Connect conference. She can also be heard talking about Ting Charlottesville on several podcasts through the Broadband Bunch. She currently serves on the boards for the Charlottesville Regional Chamber of Commerce and the Charlottesville Catholic School. She previously served on the board of Charlottesville Business Innovation Council and served as a deacon for the First Presbyterian Church of Charlottesville. Kara has also served on the Charlottesville Economic Strategic Council and a mentor at the local community college. She holds a Bachelor’s degree from Hood College and a Master’s degree in Public Administration and Policy from George Mason University. Kara received the Business and Civic Leader of the Year award from the Chamber of Commerce in 2022 and is a 2020 graduate of Leadership Charlottesville.
Justin Moore, American Physical Therapy Association
Justin Moore, PT, DPT, is Chief Executive Officer of the American Physical Therapy Association. Prior to being named CEO, Justin served APTA as its Executive Vice President, Public Affairs, and before that, served in several government affairs positions including work as the association’s lead lobbyist on Capitol Hill. He received his Doctor of Physical Therapy from Simmons College in Boston, his Masters of Physical Therapy degree from the University of Iowa, and his Bachelors of Science in Dietetics from Iowa State University.
Scott Price, Dominion Energy
Scott Price has worked as the Regional Policy Director at Dominion Energy since November 2019. Prior to that, he was the Regional Director for the office of Senator Mark R. Warner since August2009. Prior to his federal service, he worked as the Executive Director of the Virginia High-Tech Partnership (VHTP) from June 1997-August 2009. Scott was born in Washington, DC and raised in Mount Vernon, VA. He graduated in 1993from the University of Virginia. After graduation, Scott joined Nation’s Bank (now Bank of America) in their management-training program and worked in Richmond, VA; Danville, VA; and Washington, DC before joining Senator Mark Warner’s organizations. Scott is currently a Trustee at New Bethel Baptist Church; Board Member, Northern Virginia Black Chamber of Commerce; Board Member, Northern Virginia Community College Education Foundation; former Class President &Trustee, University of Virginia Class of 1993; Board Member, NOVA Parks; Board Member, Virginia Lottery; Board Member, Northern Virginia Chamber of Commerce; Founder and President, Capital Investment Club; Board Member, Skill Source Group; Treasurer and Board of Governor Member, Departmental Progressive Club; former Senior Class President, Mount Vernon High School and Scott is also a member of Alpha Phi Alpha Fraternity, Inc. He is married to Sonia H. Price, Esq. and they have a son, Scott A. Price II and live in Alexandria, VA.
Liesl Riddle, George Washington University
Liesl Riddle, Ph.D., is the dean of the George Washington University College of Professional Studies (CPS) and an associate professor of international business and international affairs at the GW School of Business (GWSB). As dean of CPS, she oversees bachelor’s completion, master’s and executive programs designed to empower students to make an impact in specific industries. She also leads several innovative schools and centers, including the Graduate School of Political Management, the Center for Excellence in Public Leadership and the Cyber Academy. Before coming to CPS, Dr. Riddle served as vice dean for strategy at the GW School of Business. She developed and established key partnerships to support GWSB’s five-year strategic plan in that role. She also served as GWSB’s associate dean for graduate programs, launching the school’s now top-ranked online MBA in 2013 and developing an in-house instructional design team and studio that helped launch several additional GWSB online degrees and graduate certificates. As a scholar, Dr. Riddle has published numerous books and articles in top academic journals examining diasporas’ roles in economic development, international entrepreneurship and trade and investment promotion. Dr. Riddle conducts action research on developing diaspora investment ecosystems as a consultant along with international organizations and government agencies, including the United Nations Development Programme, the World Bank, the U.S. Agency for International Development and the International Organization for Migration, as well as several national governments and private-sector organizations. She has received numerous teaching awards, including the prestigious university George Washington Award and the GW School of Business Teaching Excellence Award.
Robert Shea, GovNavigators
Robert Shea is a recognized government management and policy expert who served in both Congress and the Executive Branch. He has more than 25 years experience working to improve the government’s performance. Most recently, he was National Managing Principal at Grant Thornton, where he led the firm’s public policy activities and advised federal, state, and local government agencies on strategy, performance, and evidence-based policymaking. Robert is a Fellow & former Chairman of the National Academy of Public Administration. He was appointed to the Commission on Evidence-Based Policymaking, which made important recommendations for better integration of evidence into policymaking.
