Alexandria Housing Director Helen McIlvaine to Retire
Leader Helped Guide Alexandria’s Housing Master Plan and Major Affordable Housing Initiatives for 20 Years
ALEXANDRIA, VA — The City of Alexandria has announced that Helen S. McIlvaine, Director of the Office of Housing, will retire on April 30 after 20 years of service advancing affordable housing and community development in the city.
McIlvaine joined the city in 2006 as Deputy Director of Housing and was appointed Director in 2015. During her tenure, she helped shape the City’s long-term housing strategy, leading the implementation of the Housing Master Plan and guiding community engagement for the Housing 2040 plan.
“Helen’s dedication and leadership have made a lasting impact on Alexandria,” said City Manager James F. Parajon. “We are grateful for her 20 years of service and wish her all the best in retirement.”
Leadership in Affordable Housing
Over the years, McIlvaine oversaw more than a dozen affordable housing development and preservation projects
throughout the city. Among them is the Sansé & Naja mixed-income community, which is expected to begin phased completion in 2026.
Her leadership has helped expand and preserve housing opportunities for residents while strengthening partnerships with community organizations and regional agencies focused on housing stability and equitable growth.
Transition in the Office of Housing
Beginning May 1, Deputy Director Aspasia Xypolia will serve as Acting Director of Housing, ensuring continuity in the City’s housing initiatives and ongoing projects.
