DASH Finds $3.7 Million Budget Overrun After $3.2 Million Tracking Error

ALEXANDRIA, VA—Alexandria’s fare-free DASH transit system finished fiscal 2026 about $3.7 million over budget, and agency documents say a $3.2 million error in an internal financial tracking workbook was the primary reason the gap was not identified sooner.

The figures appear in the Alexandria Transit Company’s Sept. 9 board packet, which includes a year-end financial review and a list of corrective steps now underway. DASH says the final total is still subject to the City of Alexandria’s fiscal-year close, expected by the end of September, so the number could shift modestly.

Where the $3.7 Million Came From

According to DASH, operating expenses finished about $2.97 million over budget, while capital spending added another approximately $720,000 in unfavorable variance.

The largest operating overage was maintenance services, at roughly $1.43 million above budget. Other notable overruns included about $390,000 for repair parts, $340,000 in operator overtime, $360,000 in operator wages, $290,000 in professional services, $260,000 in facilities costs and $150,000 in insurance. Other operating lines together came in about $250,000 better than budget.

The Error That Delayed the Warning

DASH’s internal review says a $3.2 million error in a financial tracking workbook overstated the agency’s projected year-end revenue position. The agency identifies that mistake as the primary reason the deficit was not recognized sooner.

The review also points to broader control problems, including insufficient reconciliation between internal tracking and the City’s Munis financial system, limited independent validation and weak visibility into commitments and future costs.

DASH says it is rebuilding its fiscal 2027 budget from actual spending, adding monthly reconciliation to Munis, increasing executive and City oversight, improving financial reporting controls and planning an independent review of internal controls. The agency is also working on longer-range fleet maintenance and workforce planning.
