After giving the Torpedo Factory artists a memorandum a week before, City Manager Mark Jinks proposed that the City make permanent its stewardship of the massive Arts Center rather than hand it back to the artists, and the City Council has unanimously agreed.

In October 2016 the City took “temporary” control of the formerly artist and volunteer-operated stronghold on the waterfront, and some argue it has improved the situation and others disagree. The decision leaves the artist community divided.
