Land Use Lawyer Cathy Puskar Named Alexandria’s 2022 Business Leader of the Year

ALEXANDRIA, VA – “The Chamber ALX is thrilled to announce Cathy Puskar as the 2022 Business Leader of the Year” was the morning headline of a breaking news email released by the Alexandria Chamber of Commerce.

M. Catharine Puskar is a shareholder in the law firm of Walsh, Colucci, Lubeley, & Walsh, where her practice focuses on land use and zoning matters in the City of Alexandria and Arlington County. She has navigated the ins and outs of commercial regulations and local zoning laws to help hundreds of businesses succeed.

“I am honored to be selected as the Chamber’s Business Leader of the Year and am humbled as I reflect upon those who have received this recognition in the past.  I am proud of the work I have done, both professionally and in my charitable endeavors, and plan to continue to work to ensure that Alexandria continues to thrive and remains the vibrant and welcoming City that we all love!” said Puskar this morning when reached for comment.

Puskar will be honored at the 2022 “Best in Business Awards,” presented by Burke & Herbert Bank, on October 27.

Cathy Puskar joined Walsh, Colucci, Lubeley, & Walsh in November 1998. With an in-depth knowledge of the law, process, politics, and people required to achieve her client’s goals, Cathy has successfully represented several clients in obtaining the necessary entitlements for various projects, including major residential, commercial, and mixed-use developments.

Puskar represents major landowners with development approvals in significant planning areas throughout Alexandria, including North Potomac Yard, Potomac Yard/Potomac Greens, Beauregard, and Eisenhower East. In addition, Cathy has the distinction of having represented clients in the approval process for most of the Arlington County Columbia Pike Commercial Revitalization and Neighborhoods Form Based Code Projects that have been developed to date.

  • New headquarters of the American Physical Therapy Association in Potomac Yard
  • Mixed-use project at 2901 Eisenhower Avenue
  • Alexandria Memory Care Center
  • Expansion of Goodwin House
  • The Thornton
  • Hotel Monaco, the Morrison House, and the Lorien
  • The Clayborne

In addition, Cathy currently serves on the board of the Alexandria Police Foundation and the Alexandria Chamber of Commerce’s Government Relations Committee. Her previous board involvement includes the Burke & Herbert Bank Advisory Board, the John Marshall Bank Advisory Board, Senior Services of Alexandria, the Scholarship Fund of Alexandria (2013 Chair,) Alexandria Economic Development Partnership, the Alexandria Chamber of Commerce (2009 Chair,) Healthy Families Alexandria, Alexandria Youth Policy Commission, and Communities in Schools of Northern Virginia. She has also served on the College of William & Mary’s Reunion Gift Committee and the City of Alexandria’s Walk to Fight Breast Cancer Development Committee.

Cathy earned her Juris Doctorate and Bachelor’s degrees from George Washington University and the College of William and Mary, respectively. She is a member of the Alexandria Bar Association, Arlington County Bar Association, Northern Virginia Building Industry Association, and the Urban Chapter of the Northern Virginia Building Industry Association.
