Paul Stoddard Named New Planning & Zoning Director for the City of Alexandria
Alexandria, VA — City Manager James F. Parajon has appointed Paul Stoddard as the new Director of the Department of Planning & Zoning.
Stoddard is an experienced planner with a passion for helping communities tackle complex challenges. He views planning as a collaborative process—blending technical expertise with residents’ perspectives to achieve lasting results.

“Planning and Zoning play a vital role in shaping Alexandria’s future while preserving the qualities that make our city unique. This work touches every resident, from how we grow and develop to how we protect our historic character and neighborhoods,” said City Manager James Parajon. “Paul brings both deep experience and a collaborative approach to this important role, and I am confident his leadership will help us balance today’s needs with a shared vision for a resilient and thriving Alexandria.”
Before coming to Alexandria, Stoddard served in several roles with the City of Falls Church, Virginia, including seven years as Planning Director. There, he led updates to the city’s long-range vision, developed short-term strategies, secured grants, and oversaw development reviews—all with a focus on aligning actions with community values and advancing shared goals.
Stoddard, who earned his master’s degree in City Planning from Virginia Tech, is proud to call Alexandria home. His areas of focus include economic development, civic engagement, and organizational health. With respect for the city’s history, he looks forward to working with the community to meet today’s needs while preparing for the future.
He will officially assume the role on Monday, September 29, 2025.
