Virginia Customers to See Temporary Surcharge on Gas Bills Due to Mild Winter
Washington Gas will apply additional charges to customer accounts
Alexandria, VA — Washington Gas customers in Virginia will notice an increase in their natural gas bills over the next three months, as the company implements a surcharge linked to an unusually warm winter season.
From August through October 2025, Washington Gas will apply additional charges to customer accounts as part of the state’s Weather Normalization Adjustment (WNA) program. The WNA is a billing tool designed to shield customers from dramatic swings in their gas bills due to temperature fluctuations by aligning charges with typical winter weather patterns.
According to the utility, the period from October 2024 through May 2025 was significantly warmer than usual, leading to reduced gas usage and, in turn, lower-than-expected revenue. The shortfall triggered the WNA mechanism, which allows utilities to adjust billing to account for weather-related anomalies, as permitted by the State Corporation Commission.
The WNA program smooths out weather impacts by comparing actual seasonal temperatures to historical norms and adjusting customer bills accordingly. If the winter is colder than average, customers receive a credit. If it’s warmer, a surcharge is applied to make up for the reduced usage.
Importantly, the surcharge is not calculated based on gas consumption in the months it appears on bills. Instead, it reflects how much more or less gas customers would have used under normal weather conditions during the previous heating season.
To lessen the financial burden on customers, Washington Gas will spread the surcharges over three billing cycles—August, September, and October—rather than applying the full adjustment all at once.

Stealing from the citizens. People should not be punished for a warmer winter. Loss revenue is part of business. Profits go up and down all the time.
With Global Warming being a given, it would appear that Washington Gas will be having lucrative August, September, and October billing from here on. Who at the State Corporation Commission is responsible for this ruling ?

I only run a generator check each month in the summer which uses very little gas. My bills delivery charge more than doubled this month. My bill usually for the summer runs around $34.50 and this months bill is $71.62. $45.76 was the delivery fee. What are retired people suppose to do when most cannot pay their monthly bill. I agree, highway robbery. I could understand WNA adjustment but this is ridiculous (50% increase),
