Youth Helmet Rules and School Board Election Changes Reach Alexandria Council

School Board elections, youth helmet rules and state priorities are on the City Council’s Tuesday agenda.

ALEXANDRIA, VA — Young e-bike and scooter riders, School Board elections and Alexandria’s legislative priorities are all on City Council’s agenda Tuesday, Nov. 10.

The public legislative meeting begins at 7 p.m. at the Del Pepper Community Resource Center, 4850 Mark Center Drive. The City also provides online viewing and participation options.

Helmets for younger riders

One proposal would extend protective-helmet requirements to riders age 14 and younger using electric bicycles, motorized scooters, motorized skateboards and other covered devices. Council is scheduled to introduce the ordinance Tuesday, with a public hearing planned for Saturday, Nov. 14. A proposal is not an enacted rule.

School Board elections

Council is also scheduled to receive a committee recommendation about how Alexandria elects its School Board, including a proposed shift to four-year terms while retaining nine seats. The committee recommendation is not a final Council decision.

Other agenda items include Alexandria’s proposed 2027 General Assembly legislative package, FY 2028 budget guidance, a proposed ACPS budget-transfer resolution and City economic updates.
