USSFCU Launches Foundation to Promote Financial Education
At a time when financial stress touches nearly every household, one local organization is stepping up with a bold new mission: to make financial literacy accessible, empowering, and inclusive for all.

Alexandria, VA – Earlier this year, the United States Senate Federal Credit Union launched the USSFCU Foundation—a nonprofit initiative that goes far beyond the walls of traditional banking. While many financial institutions focus on products and profits, this new Foundation focuses on people—equipping them with knowledge, confidence, and the tools they need to make sound financial decisions.

“We believe financial education is a basic human right,” said James Ruley, President of the Foundation. A credit union leader with decades of experience in member service and business lending, Mr. Ruley’s commitment to small businesses and those affected by the pandemic inspired him to establish the Foundation in 2025. “We’re not just providing information—we’re providing a pathway to empowerment.”

So, what does that look like in practice? For starters, the Foundation is already offering free financial education programs throughout the D.C. metro area and beyond. This includes in-school workshops for teens, community seminars on budgeting and credit, weekly webinars on timely topics like fraud prevention, and a growing online resource hub available to anyone, anytime.

These efforts are guided by volunteers who share a common goal: breaking down barriers to financial wellness. “We take financial education to heart, and we share in the ups and downs of our members’ journeys,” said Kathy Dalfrey, the Foundation’s Treasurer. “Through the Foundation, we are hoping to provide resources that will foster empowerment in all of life’s financial phases.”

The Foundation also partners with local nonprofits to expand its reach—from shelters to food banks— ensuring that underserved populations have access to practical financial skills and support. And through regular blog posts and outreach, it’s tackling real-world issues like managing student loan debt, saving for emergencies, and protecting against scams.

One particularly unique feature? With just a $10 donation to the Foundation, anyone can become eligible for membership at USSFCU—a benefit that opens the door to competitive rates, personalized service, and community-focused banking. It’s a simple but powerful way to support financial literacy while gaining access to a credit union that puts people first.
